It's got a a dash plaque higher than 47
So I would say no.
Looks nice aftermarket moonroof is odd

Not a Euro, it's a full package. This car has been listed for sale many times over the years. Several posts about it here in forums. I tried to buy it years ago, but the guy was way too proud of it back then. That price isn't really too bad.

Correct me if I'm wrong, but this sure looks like the ASC power moonroof prototype. I knew of at least one way back when.

Needs some TLC, but the price seems in the range if the photos are accurate.

That car is black with silver stripes, and #76 not 67.

Being silver, it should be a 1 of 3. If it were charcoal gray with the black stripes, then it would be 1 of 1 (and numbered #105 from what I have come across).
