Trying to refresh my memory what did Sandy state as to why numbers on dash plaques do not coincide with cars actual production number for that year? Sandys old 1990 does not state #65 on its plaque I don't recall exact number but its like 200 ish?

Seems to me I read that the Mustangs were split into two groups - 87-88 and 89-90. Within those groups, the numbers were random as described. I'll have to dig a little more....

Yes, I believe that is true too. Look in the archives...Sandy explains it a bunch of times.
