Buck Tag decoding

I pulled my buck tag off tonight and was looking to find a decoder.
Googled but no luck.
Here is my buck tag info.
mustang FH I know is Dearborn 87
189948 66B E 3368
ICC DF

WD 01

You can ask foxchassis over at foureyedpride.com. He has broken down many codes...mostly for 4 I cars but I think he's figured out a fair amount of later ones too.
