I had the same problem with an 88 TransAM that I had heavily modified. The
answer was rather
simple...

I found the biggest electrical fan that I could fit in FRONT of the radiator
and wired the fan to
a switch in my console. Whenever I found myself stuck in traffic for long
periods of time and
began to notice the temperature gauge moving in to an uncomfortably hot range I
would just throw
the switch and it would whirrrr to life forcing huge amounts of air through the
rad fins... Just
be sure to wire it so that the fan is BLOWING towards the rad and not from the
rad.

It seems that this combination of the clutch fan on one side and this 'use it
when you need it'
electrical fan did the charm. And the noise it makes gives other cars the
impression that you
have some subsonic jet engine running under the hood. I also found that when
I was top ending
the car it would tend to overheat - a slip of the old electrical fan would
quickly cool the car
down as it whips along at 155 mph ;)

The only other comment I would pass to you is to replace your stock cooling
'clutch' with a new
one. It is possible that it is not performing up to par and may be slipping or
not kicking in
when the engine idle is too low...
