If the car enters Canada as a 'parts car' they issue a specific 'tag' for the vehicle. The rules are that any vehicle that enters Canada with that tag 'is never ever ever' allowed to be changed back to a 'registerable' vehicle. So the vehicle's VIN would ultimately prove to be it's undoing and the means by which the government, both Federal and Provincial, could trace or block the vehicle from a later registration.
Ultimately the biggest stick that US and Canadian Custom's can impose is vehicle seizure for any funny stuff at the border or even months after the crossing.... so that alone is helping to keep me on the straight and narrow. Since you already up in Canada, you already know what nasty boys the Customs & Excise boys can be... Heck, Canadian tax laws are one of the main reasons I came to work and live in the States -

I don't know if this will help but I live in Brampton Ont.
why not sell me the car as a parts car for my asc Mclaren you pay for any paper work bring it up and two or three month later get plates and a safety and emissions test and your back on the road. just a thought.
