I am not sure how they are wired, but if they are wired through the
headlight switch...where you can't turn on the foglights without the
headlights being on and the foglights get thier power through the
headlight switch...the headlight switch is probably overheating.

I had this problem when I added a bunch of extra lights to my 81
Capri. I had an extra bulb in each taillight then I had wired it so
when the low beams were on, so were the high beams, only the highbeams
were quite a bit dimmer than the low beams.

With all that extra voltage/wattage going through the switch eventually
it would kill the lights...then bring them on, then off, on, etc. etc.
because the headlight switch was overheating.

Try a new headlight switch.
