Most states these days have passed laws prohibiting the release of
owner info. I know here in MN I used to be able to go to the DMV,
pay $4.00 and get info on any car I wanted as long as I had a VIN or
plate number. That is no longer possible since the passage of new
privacy laws here. Of course if you "know" the right person you
could probably still get what you want.
