Not as far as I know.

I would think you should be able to disassemble the compressor and
get rid of the rust and oil it up really well. They are very simple
inside with only a few moving parts. However, if the wires that
make up the motor have shorted, then it may be a goner.

If those wires are messed up, you can buy wire wrap (people wrap
their own electrical motors in various hobbies, same stuff is
probably used in speakers too) and rewrap it.

Or just buy a new air horn kit which will have a compressor very
similar to the original and reuse your original air horns.
