Mike,
My cars rocker panels are in poor shape and I removed them before they
worsened and were un-repairable.
They had some sort of adhesive on them along with the two screws. By
appearance and the pattern it was applied it looks like a "Liquid Nails"
type construction adhesive, I'm sure it was sort of automotive equivalent
that was used back then.
If I were in your shoes, I would get some of the 2-sided tape that almost
all of the ground effects kits today use, it is very effective and much
cleaner to use than an adhesive in a tube.
I don't know if anything other than screws were used to attach the rear
valance (it's still on my car) but I was going to re-installing it I would
again use the 2-sided tape as well as the original screws. I think the tape
would help keep the valance material from "warping" over time.
