I suppose it depends on what other modifications have already been
done.
If the car is bone stock with not so much as a muffler change, any
modification is going to "devalue" the car.
If it has a few mods already then tinting is probably not going to
do alot to damage value.
If you like the tinting then factor that in. It can always be
undone and you may enjoy the car more. Enjoyment is more important
than value when it comes to cars.
