That's weird, all of the links opened up fine for me. (that's a very nice
'84 RS)

I don't think you will get the answer you are looking for from anyone at the
DMV, if your state requires a front plate, then I doubt you will be able to
legally get around installing one.

You could always move north to Michigan, we don't have a front plate
requirement.

hold it in place..yea it'll have screws in the car but it'll look better
than just slapping the licence plate on there like it is now...so theres no
way to get out of not having one? when i get my licence renewed ill ask them
