Technically the radio (even with a digital > readout) needs to have the tuner on a chip to be > ETR.
Actually there used to be some home tuners that had automatic tuning with analog dials. The tuner wasn't on a chip, they tuned using a servo to move the dial and a circuit to sense the signal.
